The accident took place early Friday in the town of El Salto, about 1,000 kilometers northwest of Mexico City.
The bus, heading towards the Pacific resort of Mazatlan, had apparently been speeding in an area known as the Devil’s Spine, before falling 100 meters into the ravine.
According to Durango state government Secretary Jaime Fernandez Saracho, the accident could have also been caused by fog.
Officials say most of the victims were senior citizens.
Last month, a bus fell off a cliff in the state of Nayarit, killing 24 people.
Road accidents are one of the main causes of deaths in Mexico, and claim at least 24,000 lives a year in the Latin American country, which amounts to almost double the people who die from drug violence, according to AFP.
